Policy vs bylaw

It's a common point of confusion, so worth being clear:

• A bylaw is law. It's adopted through three readings and final adoption by Council. It can be enforced through fines or other sanctions. Bylaws regulate things like zoning, taxes, animal control, and noise.
• A policy is direction. Council adopts policies by resolution to guide how staff carry out their work, set internal standards, or commit the City to specific approaches. Policies aren't law, but they're how the City actually operates day-to-day.

Looking for a specific policy? Three ways to find it

The City maintains its policy register through Corporate Services. Active policies are referenced in Council resolutions and (for some) are published here. Three paths, in order of speed:

1. Check Council meeting minutes if you know roughly when the policy was adopted, search the meetings archive by month and look for the resolution.
2. Email Corporate Services at info@castlegar.ca with the topic you’re researching, staff can usually point you to the right document within a business day or two.
3. Submit an FOI request if it’s a sensitive or complex search (see Freedom of Information for the formal process).

How policies get adopted, changed, or proposed

Council adopts a policy through a resolution at a regular meeting. To amend or rescind, Council passes a new resolution. Significant policies sometimes get reviewed periodically as part of broader Council priorities or strategic planning.

Want to propose a new policy or a change? Two routes: appear before Council as a delegation (10 minutes to make your case in person) or write directly to Council through the Mayor’s office. Both are legitimate and both go on the public record.
