Report a Bylaw Concern

Before you report: is this even a bylaw matter?

Bylaw Enforcement covers civic-property and neighbour- level issues. A few common situations get routed elsewhere because they need a different team or service. If yours is one of these, calling the right line first saves you a day.

• Dogs, cats, other domestic animals: BC SPCA West Kootenay handles animal control. 250-509-0297.
• Bears, cougars, deer, other wildlife: BC Conservation Officer Service (RAPP). 1-877-952-7277.
• Crimes in progress, after-hours non-emergencies: Castlegar RCMP. 250-365-7721 (or 911 for active emergencies).
• Excessive noise after hours: same RCMP non-emergency line, faster response after business hours than the bylaw queue.

Everything else, the Bylaw Officer can take.

How to file a complaint

You have two ways to report a non-emergency bylaw concern:

Bylaw enforcement is non-emergency work. Response times vary depending on the type of complaint and current workload.

What to include in your complaint

Specific details speed things up. Include:

• Your name, email, and phone number
• The date the alleged violation occurred
• The address where the violation occurred
• A brief description of what's happening, including relevant dates, times, frequency, and any other context that helps the officer understand the situation

What happens after you submit

The process is calm and routine, and most reports never escalate beyond a friendly conversation between the officer and the property owner.

1. Within 5 business days, the Bylaw Officer reviews your report and confirms it's something the City handles.
2. Site visit or contact, the officer visits the property or contacts the owner to discuss the issue. Most cases are resolved here, with education, not enforcement.
3. If needed, a written notice is issued giving the owner a clear deadline to comply.
4. Only if non-compliance continues do fines, tickets, or further action follow. Fines are set under the City's Bylaw Notice Enforcement Bylaw (Bylaw 1378).

What bylaws cover

Common bylaw issues handled by the City's Bylaw Enforcement Officer:

• Unsightly property, long grass, accumulated junk, derelict vehicles
• Wildlife attractants, garbage left out overnight, unkept fruit trees, unsecured organics
• Noise, excessive noise outside permitted hours under the Good Neighbour Bylaw
• Parking, blocked driveways, parked vehicles obstructing snowplowing, expired permits

Confidentiality

Information collected through the online form or through the Bylaw Enforcement Officer is held in confidence and is not released unless absolutely required to be revealed through any ensuing litigation process.
