Current in-progress projects

Three capital projects are currently in progress:

Cross-Connection Control Survey, commercial property inspections to protect drinking water safety. Governed under Bylaw 1404 (Cross Connection Control).
Floodplain Mapping & Climate Change Hazard Risk Assessment, the City's “Understanding & Mapping Flood Risks” initiative.
Liquid Waste Management Plan, guides the City's management of liquid waste over the next 20 years.

How capital projects are funded

Capital work isn’t paid out of one pot. The City’s capital plan layers several funding sources so each project lands the right mix for its size and useful life:

Reserves, set aside in previous years for specific purposes (Bylaw 1339)
Borrowing, authorized by specific bylaws and repaid over time
Grants, from federal and provincial programs
Development Cost Charges, collected from new development (Bylaw 1197)
Tax revenue, for ongoing infrastructure renewal

The complete five-year capital plan is part of the Financial Plan (Bylaw 1455). Council adopts the Plan annually after public input.

How long does a major project take?

Multi-year. Major infrastructure renewals are typically planned, designed, financed, then constructed across several budget cycles.

Can I weigh in on capital priorities?

What's the Storm Water Parcel Tax for?

It funds the City's storm water management program (drainage, culverts, flood mitigation) through a dedicated parcel tax. Bylaws 1452, 1453, and 1454 are the legal framework.
