The vision for the next ten years of Castlegar, in two adopted bylaws.
The Community Plan is Castlegar’s ten-year vision for how the city grows, and the document every other planning decision is measured against. Where to build new neighbourhoods. How to revitalize downtown. How to accommodate population growth. How to manage climate risk. Formally it’s the City’s Official Community Plan (OCP), adopted under BC’s Local Government Act.
The Plan itself is Bylaw 1427 (Official Community Plan).
The Community Plan sets the vision. The Zoning Bylaw translates that vision into specific rules for each property in Castlegar: what land use is allowed, how big buildings can be, how far they need to sit from property lines, and so on.
The Zoning Bylaw is Bylaw 1428 (Zoning), adopted July 2024. For the specific rules that apply to your property, contact Development Services or refer directly to Bylaw 1428.
The Community Plan was shaped by extensive community engagement throughout summer and autumn 2023. The City consulted with community groups and residents on what matters most for Castlegar's future. The full feedback summary is published as the "What We Heard" report alongside the bylaws.
